Import controls for woods materials from China & Belarus

In accordance with the decision of the European Union of 10th August 2018, all consignments of goods from China and Belarus listed under in the news must be declared. The measure covers all modes of transports at the point of entry into the EU customs territory and is effective from 1st October 2018 to 30th June 2020.

Import controls for woods materials from China & Belarus

A note to freight forwarders has been published by the French Ministry of Agriculture in agreement with the European Union. This document concerns the control conditions for wooden packaging material used for the transport of goods from China and Belarus.

For France, from 1st October 2018, all consignments of goods originating in China and Belarus and listed under the customs codes below must be declared:

2514 00 00, 2515, 2516, 4401, 4415, 4415 20, 4415 20 90, 4415 20 20, 4418, 4421, 6501 00, 6801 00 00, 6802, 6803 00, 6810, 6811 40, 6902 00, 6904 00, 6905 00, 6906 00, 6907, 6912 00 83, 6912 00 23, 7210, 7313 00, 7317 00, 7318, 7415, 8101 96, 8102 96, 8205 90 10, 4504 90 80, 4823 90 85, 6912 00 83, 7108 13 80, 7110 19 80, 7304 31 20, 7304 41 00, 8407 33 20, 8407 33 80, 8424 49 10, 8424 82 90, 8424 89 40, 8424 89 70, 8467 29 51, 8544 19 00, 8544 49 91, 8708 30 10, 8708 40 20, 8708 91 20, 8708 92 20

The consequences for import therefore involve more extensive documentary and sometimes phytosanitary controls at the entry in the EU. 24-hour prior to arrival of goods, the operator must have already provided the CEG with the following documents: 

  • The Common Entry Sanitary Document - Plant Product or DSCE-PP,
  • A certificate of fumigation of the container or wood treatment (or any other document that estimates the amount of packaging wood in the container),
  • A copy of the invoice,
  • The Bill of Lading,
  • Any other document that describes and identifies the goods and their packaging in order to estimate the quantity of wood packaging present in the container.

In case of symptoms or lack of marking, the wood packaging will be destroyed.

For Belgium, a circular from the Federal Agency for the Safety of the Food Chain of 22nd November 2018 with an implementation date of 1st December 2018 sets out the reasons why increased controls are imposed on the import into EU of wooden packaging material accompanying consignments of certain goods from China and Belarus, and describes how these controls are applied in Belgium.
